I don't think so. It says in later in the article he was just released from prison, so I would assume that transitional housing is the same type of thing as a halfway house.

Before you all get all judgemental on this poor guy, just ask yourselves this: how many of have never been riding your bike, seen a dead deer in a ditch, and thought to yourself, "Man, would I ever like to sex that thing up..."
