NFS Clarification - Injury Timeout

when a player on the opposing team is down (injured) and the game is stopped on the field Coach D calls his team over to his sideline (they remain on the field, Coach D obviously remains off).

Referee comes and stands between coach D and his team in the "Official Fight Prevention Stance", telling him it is not a timeout and he cannot talk to his team.

Coach D points out that there is no where in the rules that says you can' t do that so long as the players stay on the field.

Who is correct?

Coach D is correct. :)

You can't do a normal substitution during an injury timeout, but there is nothing preventing you from talking to your players on the field. The game should resume as quickly as possible by the referees once the injuried player is attended to by appropriate personnel.
