Dustin, the short answer to your question is that, in the cases of Calvin and UC-Irvine, the disqualification from receiving votes in the polls was a disciplinary action resulting from Nationals last year. Calvin decided not to go to Nationals after receiving a bid and UC-Irvine left the tournament early, cancelling their final consolation game. I believe that the only other teams not allowed to receive votes are schools that should be playing in D1 (under the 1A football standard), but have chosen to play in D2.
