there are some lights in my hometown that change if you flick ur brights at it simulating the lights of a cop car ... but that would have been easier

This is kind of an Urban legend. The sensors on top of the lights react to a certain high speed pattern of flashing. Here in Tallahassee only the fire trucks and ambulances are equipped with the strobe on top. As far as i know it works as far as a 1/2 mile away and it is really difficult replicate. I can't speak for older lights or other citys but in tally you can flash all you want and it won't work.

He probably bought it off someone who stole it off a fire truck or works for the company that installs them. His worked off inferred so if u knew the pattern for them you can probably make one out of a tv remote. If your city works of simple flashing lights you can just put the same pattern into a strobe light. This is something an entrepreneuring engineering student should work on. Though illegal and bad for the city works department it you would stand to make some money.
