Nice try, but it doesn't work. There is a prescribed penalty for failing to have a legally-equipped GK on the field and for playing without a crosse. Both of these are IP technical fouls. Let me ask you this: when team A has the ball and team B commits an illegal procedure violation, do you:
(a) Blow the whistle and stop play immediately or
(b) Throw a flag for a technical fouls and allow play to continue.
You're better answer (b) if you want to keep working. And since, AFAICT,
nowhere does the rulebook say to stop play for a GK dropping his crosse, this it
no different than any other illegal procedure violation in this respect.
Look, I just can't see your problem with this rule. It
clearly makes a disticintion between the crosse and
other required equipment. If they had meant for a dropped GK crosse to be an immediate stoppage of play, there would have been no reason to make this distinction, period.
