I believe it should be a more serious penalty against the Defenders than a short stick. I know i have played guys that took it off on purpose and taped a little higher up on the stick so they could stab me with it in a GB situation. On shorties its stupid not to have one. You need it so that u can grip your stick for a shot.

A couple years back they added (Rule 1 Section 19 Note 2 on page 19) to the equipment rule that bottle caps were outlawed, tape or no tape.

I think he meant Rule 1 Section 18 Note 2 page 19.

If I went to measure a stick that didn't have an end cap on it, I would have the player put an end cap on before I measured the stick. If I found an end cap on the field and asked who it belonged to, I certainly wouldn't measure his stick before he put it back on (although technically the ref is entitled to check a players equipment at any time, and then flag him if it was short. If I was your crew chief and you went and pulled some cowboy stunt like this without first talking to me, I would be pretty pissed off at you for making the entire crew look bad since the only time we ever check sticks is between 1st & 2nd and 3rd & 4th and if a head coach asks for an equipmet check. Any additional checks by the crew will certainly draw everyones attention as well as be highly scrutinized as to why we are doing something that has rarely if ever been seen in this area. Second, it makes it look like you singled the player ot for some reason. 3rd, the end cap on the field would be a pretty clear sign to me that it came off through play and was unintentional. (Unless you want to choose to believe that the player intentionally took his end cap off during play in an attempt to gain an advantage by making his stick a whole 1/4 to 1/2 inch shorter. This of course would be utterly ridiculous IMO.

REGARDING USE OF A BOTTLE CAP AS AN END CAP:

Rule 1 Section 18 Note 2 states: All hollow crosse handles must have their open end adequately covered with plastic, rubber, or tape to prevent injury. The use of metal caps (e.g. bottle caps) are prohibited.

This is a safety issue as a metal bottle cap can develop a sharp burr on it which could potentially cause a serious cut, cause major damage or blindness if the butt end of the stick goes thru the grill of a players face mask, or other injuries.

Crosse - Prohibitions
SECTION 19. No player shall use a crosse that does not meet the specifications of Sections 18 and 19. (remember the term used in regards to the use of bottle caps as end caps is that they are Prohibited!)

Prohibited Equipment
SECTION 23. a No player shall wear or carry equipment that, in the opinion of the officials, endangers that individual or other players.

Rule 5 Personal and expulsion Fouls
Illegal Crosse
SECTION 5. a A player may not use a crosse that does not conform to required Specifications. (Once again bottle caps are Prohibited)

There does in fact seem to be some vagueness in the 2006 NCAA rule book as to the length of penalty time this violation should carry. Perhaps it isn't spelled out, or perhaps I cant find it as it is after 1 am in the morning. I also couldn't find anything pertaining to to and end cap and the appropriate procedure should one come off during play. Anyone wanna try and tackle these? Thanks

LS, if you were referring to my post about grabbing the stick and measuring it, I hope you noticed the wink at the end! You and I are in heated agreement on how we would handle it.

I think this is a case where there is crossover confusion between the NCAA boo and the NFHS book. The NCAA book makes reference to the hanging strings length - saying that that is not a penalty if corrected (which the Fed book puts in the Cases), but the Fed book does say this:
ART. 3 . . . All hollow crosse handles made of metal or synthetic material shall have a plastic or wood plug on the end or be adequately taped to prevent injury. A metal handle that does not have a cap-plug on the end shall not be considered illegal; at the next whistle, it shall be removed from the game until corrected.
The NCAA book has the explicit statement about bottle caps as end caps, while the Fed book does not. In instances where we have this lack of specificity in one book, I think many officials will defer to the other book if it specifically mentions it.

About 4-5 years ago, we were expressly directed to do this several times a game during dead balls (maybe not a full-service check, but grab a stick and measure the lenght, or check the pocket, or check the gloves and shoulder pads). We'd also do full checks occasionally during timeouts. We were told to make sure we were doing this for both teams equally. Then they told us to stop doing it.

Personally, I thought it was good to have some surprise inspections, since when we catch people now it's usually the unintentional cheaters who don't know their stick is illegal and don't get it off the field before the end of the quarter (not that these people don't deserve the penalty as well; ignorance is no excuse).

If you see something that looks awful (a 36-inch stick, say), the R should go ahead and check it, but he should have the U grab a stick from the other team at the same time so it doesn't look like you're favoring one team.

I was going to mention Ron, but I think when you look at the pantheon of hockey legends, Gordie Howe will rank a bit higher - top 5 at least! (That could be the subject of another interesting Water Cooler thread; top 10 hockey players: Gretzky, Orr, Howe, Bobby Hull, Mario, Rocket, etc.)
