Delayed substitution

As much as I would have loved a third official on a tight overtime affair, the game in question was a 2-man high school game using Federation rules.

Certainly a tougher situation with only 2 officials on the field. However, the responsibilities of the trail and lead officials don't change as the single side official who would be there in a 3 man game has nothing really to do with making substitution calls. Sounds like you made the right call Sonny and did a great job of officiating.

If you observe the substitution being delayed, you have a "silent play-on" if the ball is loose or the opposing team has the ball. If in your judgement the delayed substitution was unintentional and caused the offending team to gain an advantage or the offended team to be disadvantaged, blow your whistle and award the ball.

The "silent play-on" is not in the NFHS rulebook, nor is it an NFHS mechanic because, well, NFHS doesn't have any approved mechanics. But that doesn't mean I wouldn't use it anyway.

i hear people saying it all the time. but its usually the team that didnt commit the penalty.
