NEW ORLEANS -- Mayor Ray Nagin told a crowd gathered at City Hall on Monday for a march honoring Dr. Martin Luther King, Jr. that New Orleans will be "chocolate" again.

I think you have to put the Mayor's comments in the context of New Orleans, and it's history. There was a very interesting article in the New Yorker a couple weeks ago on New Orleans, it's police force and some of its history, going back to the Spanish and French, and it's mix of white, black and Creole.
New Orleans is a unique place in America, different from the rest of the country and even different from the rest of Louisiana. I think the mayor was speaking to the local population, and the very real concern as to how the city will be rebuilt and what areas will be allowed to be rebuilt.
Given the events that happened earlier in the century in a previous flooding episode, where the levees were dynamited, flooding one area to "save" another - there may be a basis for some paranoia.
