1-0 is correct. 2005 NCAA Rule 8-1
2-0 is also correct. NFL Section: Emergencies and Unfair Acts, Subsection: Authority of Commissioner's Office

Mr. Tawny Kitaen is right.
For those of you who don't know who that is ... it is Chuck Finely. He struck out 4 batters in one inning. He is the only player to do this multiple times.
Twice with Anaheim ( 5/12/99, 8/15/99) and once with Cleveland (4/16/00)
