What is the criteria for the playoffs?

i read where the top 2 seeds from each division make it, however, what is the criteria for seeding the teams?

Divison winners I assume get 1,2,3 & runner ups get 4,5,6 but how to decide which of those spots a team receives? Head to head, then conf record?
