The headline implies that FEMA is directly responsible for these activities.
However, it is a typical bureaucratic hierarchy.
Florida's Department of Children & Families filed for funding as part of the post-Katrina and post-Wilma recovery effort (yes, folks, we were hit pretty hard in S. Florida - we were just better prepared to seek shelter than many of our neighbors in New Orleans). DCF was awarded the grant based on their plan.
Palm Beach County (remember them, they were the ones with the "butterfly ballot" that resulted in a record number of "qualified" voters selecting Pat Buchanan for president) filed for their grant with DCF based upon their plan to use the money. They are the ones funding Project H.O.P.E. Before you scream "Right-Wing Conspiracy", some demographics for Palm Beach County:
Registered Voters as of 08/29/2006 - Republican: 238,798 Democrat: 339,127
