I thought that if you transfer from a NCAA Division 1 school to another Division 1 school, you have to sit out one year. If you transfer from Division 1 to Division 2 or 3 you wouldn't have to sit out a year.
I might be wrong, but I believe that only applies for certain sports like 1-A football and basketball (and maybe hockey).
I know in majority of the smaller sports, coaches/schools can sign waivers allowing players to transfer without sitting out a year. Iowa wrestling lost a former Heavyweight Champion, Steve Mocco, this way to Oklahoma State a couple years ago. Iowa also just hired Tom Brands from Virignia Tech earlier this week and he is suppose to be bringing a lot of last year's #2 recruiting class with him.
I don't know if this is the same way as basketball/football as it is with smaller sports but I know for major sports, if someone transfers within the same conference, they have to sit out a year plus they have to pay their own way, no scholarship (I know the last part is true in the Big Ten).
