Championship Seeds

What i want to know is how are the seeds in the MCLA Nationals Determined, some teams who not only lost to others in the tourney but didn't even win their conference got a higher seed than those who did. does anyone know who determines this?

It is determined by the national poll. It is about 40 voters from all over the country that determine the seeding.
