Unless the tattoo could be considered USC, such as one that is specifically derogatory towards members of the other team or has language which you would penalize if the player said it out loud, I agree.
But if the tattoo said anything that I'd penalize if I heard a player or coach say while I was on the field, I'd tell them to cover it and make sure it stayed covered or they'd risk a USC foul.

I know players with tattoos on their arms or legs and they never cover them. Maybe it is a HS rule somewhere to cover them. I know in HS we weren't allowed to wear ear rings or necklaces or anything.
