they choose the venues based off of bids, thats all - attendance did go up from last year slightly - they make it neutral for all, so there is no home field advantage - home field advantage for a STATE tourney would be kinda stupid. You do get to host the section playoffs except for the championship - no unfair advantages...
change of venue is not that big of deal because there is a day inbetween, and everyone knows the final is at Wayzata HS
They arent that big of sticklers on charging except for the final...they the MSHSL) arent to concerned about making money off the tourney

The actual MSHSL state tournament is only from the semifinals forward. I'm pretty certain that the earlier rounds are run through the coaches association.

The sections run the section tournaments, and the winners of each section advance to the state tournament. I don't understand exactly how this works, but it seems to me like the sections are run by various ADs. I know the sections pay the officials directly for section tournament games.
I think they were charging for attendance at every section tournament game I worked.
