Posting Pictures inside of Forums

I didn't know where else to post this but hopefuly someone can give me a response.

I have been searching on how to post pictures inside of messages. Its obviously being done, but I am unable to find out just how to do it. I'm guessing the image button has something to do with it but where do you go from there?
