On your first three items, the NCAA and NFHS rules are the same, except on faceoffs in NCAA, they're not supposed to be touching the line at all, and there is no SET call after the DOWN call.
Clearing and advancing rules are the same - 20 to clear, 10 to get it into the box.
On multiple penalties:
NCAA has a "stacking" rule - if you have 4 men with penalties, only three can be in the box at any one time, so you're never more than 3 men down. The fourth penalized person has to come out of the game, but he sits on the bench until one of the other penalties expire, and then he begins serving his sentence in the penalty area.
Under NFHS rules, if you have 5 men penalized, they all serve their time concurrently. You have to have 3 men in the attack area, the balance of the squad can then play D.
