New rules for 2007 - additions and deletions

For NCAA, I don't think we need any major rule changes, just continued cleaning up of unclear areas.
For NFHS, we need major cleaning up, plus a reduction in the number of "random" rules differences (as opposed to the ones that are there for a definite reason).
