Here is a question.
Player A1 slashes player B1. The flag goes down. While the flag is down and the ball is loose, the time on the penalty expires.
Is there a face off at the next quarter or does team B get posession?

I beleive he means the time in the quarter expires while the ball is loose. So is there a face-off to start the next quarter?

Assuming you mean the quarter ended while the ball was loose, team B gets possession (the flag down denotes possession, even though the ball is loose). The exception is if the flag-down creates an all-even situation; that is, if B2 was serving a penalty as time expired in the quarter, and the foul on A1 will put the same number of players from each team in the penalty area to start the next period, there will be a faceoff.
