Stacking penalty question

I have a question that arose when a fellow official and I were doing a pregame.
Lets say that we have three men in the box and a fourth foul is committed (all 1min personals, releaseable). So now we have three in the box and one man waiting by the table for his penalty to start. When a goal is scored and the 4th man hasn't started his penalty. Does that player also get released? Or does he start his penalty time on the next faceoff with his team now 1-man down.
I know this is rare... but with the slow-whistle.. I expect at least one stacking situation to arise this season.
