I have a question that arose when a fellow official and I were doing a pregame.

Lets say that we have three men in the box and a fourth foul is committed (all 1min personals, releaseable). So now we have three in the box and one man waiting by the table for his penalty to start. When a goal is scored and the 4th man hasn't started his penalty. Does that player also get released? Or does he start his penalty time on the next faceoff with his team now 1-man down.

I know this is rare... but with the slow-whistle.. I expect at least one stacking situation to arise this season.

The 2005 NCAA rules (and prior versions) were mute on this issue, so I wrote an addendum and submitted it to the rules committee, and it was included in the 2006 NCAA Rules. It's in italics below:

NCAA Rule 7-2-f wrote:A maximum of three players from the same team can be in the specialsubstitution area serving penalties at the same time. The penalty time of additional players will not start unless the penalty time of one of the three players in the special-substitution area expires. A player's penalty cannot be released by a goal until he is in the special substitution area and the time on his penalty has started to elapse.

A.R. 1. A1, A2, A3, and A4 receive one-minute releasable penalties which are all reported during the same dead ball. A1, A2, and A3 begin to serve their penalties at the same time, while A4 waits in the bench area immediately next to the scorer's table but not in the special substitution area. Team A restarts play with 7 players on the field. (1) Team B scores a goal after 30 seconds. (2) Team B does not score a goal in the next minute. RULING: (1) A1, A2, and A3 are released, and A4 begins serving his one-minute penalty. (2) A1 and A2 may enter the field. A3 must exit to the bench area, and A4 steps into the special substitution area and begins serving his penalty. Team A is now playing with 9 players on the field. A3 may now substitute into the game in the normal manner if desired.

So no, the 4th guy is not released.

At the tournament that I did this weekend, I had two situations (different games, same team) where I had three in the box.

Maybe this is why we weren't sure about the ruling, since it wasn't in the 2005 book. These were our first games back this season. I have only had three in the box a handful of times and during all those times a goal was scored so fast that no other penalty arose.

Gotta tell you that the new flag down procedures went pretty well for the teams that knew what they were doing and then again... I got just as many complaining coaches who had no idea what was going on.

You should download the 2006 rulebook; it's been available for over 2 months now.

I have the 2006 book.

Just haven't had the time to fully look over the new additions as in depth as I should have. My season is just about to start, so up till this weekend, I have had the need.

The 4th man is NOT released. His penalty time has not yet begun to be served, so he is not eligible for release until his penalty time has actually begun to be served! To release him would be to say you had 4 players serving time concurrently and not just 3.
