Anyone heard anything about new proposed rules for Spring '06 (or experimental rules for Fall, '05)?

They haven't even had the meetings yet. I sent in my proposed rule changes to the NFHS two weeks ago. The NCAA hasn't called for them yet.

I think one of the biggest ones was asking for a provision for a flagrant misconduct foul (like in the NCAA) instead of requiring two USC fouls for ejection.
