There's actually no rule that says you can't touch it. It's now a mechanic for us to say "Don't touch your stick" to try to avert having to throw a flag for someone adjusting on instinct when the official asks for it. Obviously, you need to touch your stick to hand it to the official.
Some people have misinterpreted this to mean you have to drop the stick on the ground and run away from it or be flagged, flagged, flagged until you are dead. I don't know how that got started, but it's wrong.
