In your rulings, be sure to indicate who serves penalty time for how long and also who gets possession. (2006 NCAA Rules)
(1) There is a loose ball. A1 slashes B1, then B1 commits a technical foul. Ruling?
(2) There is a loose ball. A1 slashes B1, then B1 slashes A1. Ruling?
(3) There is a loose ball. B1 pushes A1 from behind, then A1 turns and slashes B1. Ruling?

Ill take a crack at it-
1) When B1 commits the foul the play is whistled dead. A1 serves 1 minute, B1 awarded the ball.
2) ON the second slash the play is whistled dead. A1 and B1 serve 1 minute non-releasable penalties.
3)Play on until the slash, play is whistled dead, A1 serves 1 minute (plus a tongue lashing from his coach), B1 awarded the ball.
I am still a little fuzzy on the new flag down rule, so I am not sure when the play would be whistled dead, but I think I am right.

Okay, I'll be the guinea pig on this brain dead afternoon....
1- A1 serves the penalty for the slash, B gets possession.
2- Going out on a limb here based on my new favorite interpretation last week by LaxRef that simultaneous fouls can occur during the same live ball situation.....A1 and B1 both serve NR penalties based on equal time assessed, and possession is awarded by AP
3- A1 serves the penalty for the slash, B gets possession.
4- FDSW for B's slash, whistle blows to end play for A's ward. B serves penalty time, A gets possession.

Flag down, immediate whistle for the slash. A1 serves a minute, no time served by B1. B gets the ball

As B1 would explain, "the little b*****d got what he deserved for slashing me! I shouldn't have to serve any time..."
In reality, Simultaneous fouls. Both players serve a minute, with no release til time expires. Since the ball was loose it is awarded by A.P.

The response was a little over the top, since it was only a push. However, it is still a simultaneous fouls situation, and since the technical foul preceded the personal, both players will serve time - B1 for 30 and A1 for a minute - the first thirty seconds are non-releasable. Since B has the shorter penalty time they are awarded the ball. I should also have stated that when the first push occurred, the ref would have put his hand in the air and said "Play On!" If A1 hadn't retaliated his team would have had the ball, but since he slashed, it created the simulataneous fouls situation, with both teams serving time.

Flag down, slow whistle on the slash. When A1 wards, B1 says "Hey, Mr. Cleaver, you can't get away with that!" The ref says "No baiting and taunting Mr. Haskell". The ref also kills the slow whistle because of the ward, sentences B1 to a minute in the cooler, gives A1 a free pass for the technical and also awards him the ball. How fair is that?
Reminds me of a funny story. I had a HS coach who is constantly calling for wards against the other team (which are rarely there), and I call him Mrs. Cleaver. Last year he had a player on his team who's first name was Ward! It became hard to distinguish between his coaching and his whining...

In #3, you're going to put B1 in the box for a loose ball push?
Yes, and you will too once you re-read your NCAA book on simultaneous fouls and look at the following A.R.
A.R. 14: During a loose ball, B1 pushes A1 from behind and a play-on is called. While the ball is still live, A1 turns and slashes B1. RULING: These are simultaneous fouls. Since Team A was entitled to possession, all players involved serve penalty time. B1 serves 30 seconds and A1 serves 1:00, with the first 30 seconds of each penalty being nonreleasable.
Don't feel bad - I completely blew a question on the goalie tossing the ball back into the crease to avoid an attackman. Oops!

Okay, I'll do it, but I don't have to like it. Without the slash from A, B's only penalty is a loss of possession, but because A retaliated, B's punishment is more severe. Doesn't seem equitable. How did that one slip past me when I read the book? Its probably been in the book for years and I've just not paid close enough attention.

It's brand new this year. The rule has always been the same, but the new A.R. clarifies. The key phrase is (from memory, so it might not be word-for-word) from 7-6: "If the offended team commits . . . any personal foul, all players involved will serve penalty time."

Well, to me, the whole simultaneous fouls rule is confusing and unfair. I understand how it works, but I've never really understood why it works that way,

Re: Penalty enforcement quiz
The answers:
This one depends. There's a flag and an immediate whistle for the loose-ball personal foul. If the technical by B1 is one of the ones we don't call during dead balls, like a hold or ward, then ignore it and put A1 in the box for 1:00 and give the ball to team B at the spot of the foul, outside the box, or--if the foul was in the defensive end--just over midfield.
These are not simultaneous fouls. The slash by A1 results in a flag and a whistle since it happened during a loose ball. The slash by B1 occurs during a dead ball--even if you haven't had time to blow the whistle yet--so you have A1 in the box for 1:00 NR, B1 in the box for 1:00 NR (the penalties are NR because of 7-2-d). Team A gets the ball because of the dead-ball foul by B1. Team A gets the ball at midfield because the ball would have been put in play in B's offensive end after the first slash, so the slash by A1 is a free clear.
As LF25 pointed out, these are simultaneous fouls. B1 serves 30 seconds NR and A1 serves 1:00 (with the first 30 seconds NR). The ball is put into play at the spot or outside the box.
Here, there's a flag-down for the slash by B1, then the technical foul by A1 ends the flag-down. Team A gets the ball in their offensive end, outside the box (free clear if necessary). B1 serves 1:00.
