I know you may not want to wait that long, however the best time to set up scrimmages is during the fall. This is a time when most every team out there will be looking for "scrimmage" type games to play as well. It will be extremely hard to find games while the season is going on. Something you might think about doing is going to any area high schools that have teams and asking them to scrimmage to help your development along.
