Can someone explain how the 1st place votes work. How can UVSC be second without a 1st place vote?

1 = 25 points
2 = 24
3 = 22
Etc.
Etc.
25 = 1
Just means they got a bunch of 2nd or 3rd place votes while some other teams who did get a first place vote finished like 6th or 5th in other people's polls.
