I won't speak for Jason, but I believe I see what he's getting at.
It's tough to punish a team for losing a game they should lose or reward a team for winning a game they should win. NDNU isn't going to move up for beating Westminster, but they would move down if they lost. The same is true of Utah. The Utes had everything to lose & nothing to gain by playing Westminster, while Westminster had little to lose & much to gain by leaving it all on the field. Brew you are correct, for the majority of situations, A teams have little to nothing to gain by playing B teams.
If NDNU didn't beat BYU 17-11 the day after beating Westminster, the game may have been more of a factor in polling.
So I do, like Jason, use every game & every score (quarter by quarter if possible), to help with my poll. Some games simply aren't as big of factors as others, & as usual, Fall Ball doesn't matter, & what have you done for me lately plays a big factor voting. The puzzling UC Davis loss by Westminster was taken into account long before the latest poll, it can't be discounted the same way the NDNU loss has been.
If we punish teams for playing games against NDNU teams will only schedule games they know they will win & we don't need that. Undefeated is great, but I'll bet Westminster learned a lot in that loss. There's something to be learned from every goal scored, sometimes you have to learn it more than once, & sometimes you'll learn it 22 times in a game, but it's how you improve & get ready for Dallas.
What will the 4/18 division b poll look like?

if we hadn't lost to davis we may have lost to ft lewis, which would have been much more detrimental.
the loss showed us that we needed to work hard in those few days we had to prepare for ft lewis.
even though I think it was a game we could have won.
this is spot on.
