I would say if they adopt this new helmet that it would be done universally across the league.
If it helps reduce the incidence of concussions that can only be a good thing. (Plus it'll let defenders lead with the helmet that much more!)
That is one thing that gets me about football. In lacrosse we are supposed to be very vigilant about spearing, because it is so dangerous to the hitter and hittee. In football, that is called good technique!

Schutt also has their DNA helmet which is a competing product.

The idea is not new and several playerss in the late 1980s/early 1990s wore standard helmets with foam 'covers' to reduce concussions. Steve Kelso's Gazoo helmet comes to mind:
