Is this legal?

If an entrant selected in the drawing is a resident of Canada, to be declared a winner, he/she must correctly answer, without assistance of any kind, whether mechanical or otherwise, a time-limited mathematical skill-testing question to be administered by telephone or email.


This is from the rules of a drawing when you vote for the NHL all-star game. Is it legal to administer a mathmatical test to only Canadians?

It's kind of like being outside a stadium where they don't allow ticket scalping. You'll find guys selling pencils for $200 ea, that happen to also include a free ticket to the game! Some areas have even banned that ruse.

And Campbell, don't worry - the Canadians laugh back at us plenty!
