I think you have to put the Mayor's comments in the context of New Orleans, and it's history. There was a very interesting article in the New Yorker a couple weeks ago on New Orleans, it's police force and some of its history, going back to the Spanish and French, and it's mix of white, black and Creole.
New Orleans is a unique place in America, different from the rest of the country and even different from the rest of Louisiana. I think the mayor was speaking to the local population, and the very real concern as to how the city will be rebuilt and what areas will be allowed to be rebuilt.
Given the events that happened earlier in the century in a previous flooding episode, where the levees were dynamited, flooding one area to "save" another - there may be a basis for some paranoia.
If you are interested in NO, you should check out the article in the New Yorker.

Apparently, according to the New Orleans mayor, God is mad at America too.
NEW ORLEANS - Mayor Ray Nagin suggested Monday that Hurricanes Katrina and Rita and other storms were a sign that "God is mad at America" and at black communities, too, for tearing themselves apart with violence and political infighting.

And people wonder why "The Daily Show" and Colbert are so popular!
Reality becomes more fuzzy as truthiness approaches fiction. Or something to that effect.

Mayor Nagin can't hide anymore, I have uncovered a conspiracy; is it possible he's actually San Antonio Spur Bruce Bowen?!?
