Football is the cash cow for large Division I NCAA universities, but at many other universities like those in DII and DIII we only draw about 1,000 to 2,000 fans on average at very meager ($3-$7) ticket prices. I do not think that U of Oregon plans on revenue sharing with Willamette U anytime soon the millions they make on football. So I don't know if making a separate classification for football is really justified given the 75 or so scholarships you will be taking away from very worthy female athletes at some 200 universities nationwide if such a policy for football separation was adopted.
